He wanted the government to give him a bigger helping hand. He told us that he had to pay a rent of HK$1500 for a room of 40 square feet in Shamshuipo. After paying for the rent, he is left with little amount for food and other things. How sad!
I was shocked. How can a properous city like Hong Kong let an old man who has contributed much to Hong Kong's economic development to live in such a terrible condition. Such unfortunate situation (old, unemployed and single) could have happened to anyone including myself. I strongly believe the government should play a role to help them. The million-dollar question is: How big a hand should we give? Should we give a bigger hand than what we are giving now?
I could not help imagining myself in the situation. If I were such a single old man, could I survive with the CSSA? I immediately checked the property advertisement. I could rent an apartment of 600 square feet and three rooms, with a rent of 4K in the New Territories. If I can find two friends, I can have my own room, paying a rent less than what I would have to pay in Shamshuipo. I am sure, there must be cheaper place than what was advertised because much cheaper apartments are often not advertised on newspapers.
If such good housing deal exists, why would the single old man living in Shamshuipo not pursue it? Perhaps he did not know there existed such good deals. Perhaps he could not find two friends to share the apartment so as to enjoy the good deal. And, likely, he was not willing to live in a remote area.
Suppose the government provides low-cost housing in the remote area, comparable to the deal I mentioned earlier, will he want to go? I am not so sure. I have heard storiest that elders are not willing to live their familiar neighborhood. A single old man might be attached to the neighborhood of Shamshuipo. A high rent is the price he has to pay for his lack of flexibility.
If I were the talk show host, I would have asked the following question: Suppose the government provides low-cost housing of 100 square feet in the remote area such as Tin Shui Wai with a monthly rent payment of HK$1000, are you willing to go to move to Tin Shui Wai? How about a small village in mainland China instead of Tin Shui Wai?
If I were a single unemployed old man who lives on Comprehensive Social Security Assistance (CSSA), I would be much more flexible in making housing and other consumption choices. I think the current amount of CSSA might be just right.
